Summary: Plasticizers are ubiquitous in our daily lives. Beyond major plastic products, they are used in electronics, food packaging, cosmetics, inks, detergents, paints, adhesives, dyes, automotive manufacturing, polymer materials, and rubber. Common items like plastic bags, plastic toys, PVC cling film, perfume, nail polish, bubble tea, and instant noodles may contain plasticizers.
Plasticizers are ubiquitous in our lives. Beyond major plastic products, they are used in electronics, food packaging, cosmetics, inks, detergents, coatings, adhesives, dyes, automotive manufacturing, polymer materials, and rubber. Everyday items like plastic bags, plastic toys, PVC cling film, perfume, nail polish, bubble tea, and instant noodles may contain plasticizers. However, studies show that phthalate plasticizers inevitably migrate to the surface of products and are released into the environment under application conditions. They are classified as endocrine disruptors and can cause hormonal imbalances, weakened immunity, premature puberty in children, cardiovascular disease, and liver and urinary system diseases. Due to the serious health risks posed by phthalate plasticizers, the European Union took the lead in December 1999 by enacting the temporary ban under Regulation 1999/815/EC, restricting the use of several phthalates. Subsequently, the United States, Japan, South Korea, Canada, Argentina, Denmark, and Malaysia, among other countries, have introduced related laws and regulations, prohibiting the use of DINP, DIDP, and di-n-octyl phthalate (DNOP) in children's products that may be placed in the mouth. In the following years, the EU successively issued directives limiting the content of phthalates in food and materials that come into contact with children. DBP, BBP, and DEHP are among the first substances of very high concern (SVHC) listed by the European Chemicals Agency (ECHA). Simultaneously, the U.S. Food and Drug Administration (FDA) announced the maximum content of DOP in medical plastics such as injection and infusion devices; the Swiss government passed the "Swiss Environmental Quality Objectives" proposal, aiming to restrict the use of DOP; and Japan, Denmark, Canada, and South Korea have also introduced corresponding restrictive regulations. China's environmental regulations related to plasticizers started later. In 2008, China formulated and promulgated GB9685-2008, "Hygiene Standard for the Use of Adjuvants in Food Containers and Packaging Materials." This standard, referencing U.S. federal regulations and EU Regulation 2002/72/EC, indicates that China began to gradually align with international standards, restricting the use of phthalate plasticizers. However, with the frequent occurrence of plasticizer-related incidents in recent years in China, such as the 2011 Taiwan plasticizer incident in May and the subsequent July amendment by the Taiwan Environmental Protection Administration to strengthen the control of plasticizers, revising the management standards for phthalates—adding BBP, DBP, DEHP, DEP, DIDP, DINP, and dimethyl phthalate (DMP) to the list of Class 1 toxic substances, in addition to DNOP, which was already listed—and incidents such as the 2011 amoxicillin plasticizer incident and the 2012 Jiugui Liquor plasticizer exceeding standards incident, the use of phthalate plasticizers in specific fields has faced increasing restrictions both domestically and internationally. As a result, China's plasticizer restriction regulations have been gradually improved and are gradually aligning with international standards.
